John Baine joined the El Dorado Jaycees in June of 1998 and has served them as a Director, Treasurer, State Director, Vice-President, President in 2006, and Chairman of the Board in 2007. 2006 was a breakout year for the El Dorado Jaycees with 34% membership growth and three external extensions. At the 2006 Arkansas Jaycees Annual Meeting the El Dorado Jaycees were named Chapter of the Year and Baine was named Local President of the Year. At the US Junior Chamber 2006 Year-End Celebration the El Dorado Jaycees were ranked #3 in the 2006 National Parade of Chapters and Baine was recognized with the Charles E. Kulp, Jr. Memorial Award as one of the top 25 local chapter presidents in the nation.

Baine served as the Arkansas Junior Chamber Internal Vice-President in 2007 and had responsibilities for business development, communications, competitions, trainings, the state service center, and political affairs.  At the US Junior Chamber 2007 Year-End Celebration he was recognized with the Dennis Hamilton Memorial Award as one of the ten outstanding State Vice-Presidents in the nation for programming.

He is a corporate accountant in the oil & gas industry and is serving his fifth elected term as a Justice of the Peace on the Union County Quorum Court.  Other Boards where he is an active member include the El Dorado Junior Chamber, the Arkansas Association of Quorum Courts, the Arkansas State University Alumni Association, and the Arkansas Museum of Natural Resources.
